Why are reports coming back in a particular time zone?

Answer

All reports for users return results translated to report user's time zone. This is best understood when running an Audit trail report. The audit actions being reported are not being reported in the employees' time zones, but rather, are translated into the time zone of the user who created and is running the report. 

For example, if the admin user is in running a report which he created in the Pacific time zone, he will see employee start and finish times translated to the Pacific time zone. For example, the start time of an Eastern time zone user will not appear as 9:00 AM (Eastern time), but instead as 6:00 AM (Pacific time).
